The regulatory picture for energy and utilities in the Gulf

Energy and water are critical national infrastructure, and the rules follow from that. Operators answer to their national and emirate regulators for performance and safety, and to the national cybersecurity authorities for information assurance and, increasingly, for operational technology controls that separate the systems running the network from anything that could reach them. Anything we build stays on the corporate side of that boundary, reads from operational systems through the interfaces the operator sanctions, and never writes to them.

Customer, meter and billing data is personal data under the UAE's PDPL and Saudi Arabia's data protection law, and utilities hold it for millions of people. Residency is a design input: operational AI runs on sovereign or private cloud inside the country, models run inside the boundary, and no inference call leaves the jurisdiction.

Regulatory reporting benefits directly from the audit trail these systems produce. Every automated correction, dispatch and customer contact is reconstructable, which turns the quarterly return from an assembly exercise into a query.
