The regulatory picture

The regulatory picture for financial institutions in the Gulf

Financial data in the region has an address. The Central Bank of the UAE's outsourcing and consumer-protection frameworks, and SAMA's cyber security and cloud requirements in Saudi Arabia, expect customer and transaction data to stay in-country and expect the institution to demonstrate control over any third party that touches it. Institutions in DIFC and ADGM answer to the DFSA and the FSRA as well, each with its own data protection regime alongside the federal PDPL. We design for the strictest applicable rule from the first architecture diagram: sovereign cloud or on-premise deployment, models running inside the boundary, and no inference call that leaves the jurisdiction.

Anti-money-laundering obligations shape the automation itself. Every automated screening decision must be reconstructable for the regulator: what was checked, against which list version, with what result, and who approved the exception. Our patterns write that record as a by-product of the work rather than as a reporting exercise afterwards.

Arabic is not a translation layer. Trade licences, court documents and much customer correspondence arrive in Arabic first, and the systems we build read and respond in both languages natively, with the same audit trail in either. When a supervisor asks how a decision was made, the answer is a record in the language of the file, not a translation prepared for the meeting.
