The regulatory picture

The regulatory picture for real estate and facilities in the Gulf

Property in the Gulf is closely regulated at the emirate level: registration authorities and their portals for tenancy and title, escrow rules for developers, and real estate regulators setting the terms between owners, managers and tenants. Systems we build prepare what those portals require and record what was submitted, but a person submits, because the legal act is theirs.

Tenant and buyer data, including identity documents and financial details, is personal data under the UAE's PDPL and Saudi Arabia's data protection law. It stays in the jurisdiction you specify, on sovereign or private cloud, with models inside the boundary. Identity documents in particular are held only as long as the process needs them.

Civil defence, lift, fire and insurance obligations attach to every asset and expire on their own calendars. A governed knowledge layer that holds the certificates, cites them and flags the expiry is the difference between an inspection passed and a notice served.
